Try feeding the link into the Wayback machine or search for abandonware.
I found what looks like a genuine TSM2 distribution that way.

These days I prefer the XDS compiler on the rare occasions I need M2.

I have it ZIP'd up on my other computer. But, without checking, I'm
not sure the license gives permission for us to redistribute at will.

Anyways, the website says this:

"The M2 compiler has temporarily been removed. Shortly a new version
of the M2 compiler will be available."

So just be patient (or use something else in the meantime).

BTW, have you tried their feedback form?
